I think Mandel, F. might be Fajga Mandel, born June 26th 1928. She's right at the limit of school #11b, the only female with the last name Mandel and first initial F born within the age range of School #11b. Fajga has two Lodz addresses, but I couldn't find an indication of why as of yet.
