I found two names, which matched "Sara Milgrom" however one did not have the correct birth date.  "Sara Blima Milgrom" matches the birth date of 1927-08-15 and I believe it is the same girl.  Her occupation lists her as schueler, which indicates that she was a student.  There are two addresses listed:

Kirchpl 4 7 and Spinnlin 2

Nice work! I agree that you have found the Sara who is most likely to have signed the album. Thanks for your great comment! See you in stage 2.

Through cross checking the two addresses that I found for "Sara Blima Milgrom" with individuals with the same last name, I believe I found both of her parents.  "Pesa Milgrom" was born on 9-9-1907, which indicates that she would have been 19 years old when "Sara" was born.  For the father "Wolf Milgrom" his date of birth was 29-3-1899, which would put him at 27 years old when "Sara" was born.  Their ages are plausible to be her parents and both of their addresses were the same as "Sara".  It listed both of their occupations as Beamt, but I am not sure what that means.

I haven't been able to find anymore information on "Sara" in regards to if she was relocated, or sent to a camp.

Good work on the parents--I agree with your reasoning. "Beamt" is short for "Beamter", or "civil servant."
