Nearly all the men listed came from the village of Vetren, and were apparently hired to augment the Jewish contingent. Every name on the list is that of an ethnic Bulgarian. Their employment by a group with a normally all-Jewish forced labor component indicates a determination by the Bureau of Temporary Labor Service to pursue its tasks in the area of Vetren, despite a shortfall in the number of Jews reporting to duty.
