Raffi Gregorian is Principal Deputy High Representative and Supervisor of the Brcko District for the Office of the High Representative, the chief civilian peace implementation agency in Bosnia and Herzegovina. He has served as the senior civilian in NATO Headquarters Sarajevo (NHQSa), where he was responsible for defense reform and was the Political Advisor to the NATO Commander regarding all NHQSa missions. In 2005 he served as the NATO Co-Chairman of the Defense Reform Commission of Bosnia and Herzegovina (BiH). Prior to NHQSa, Dr. Gregorian directed the BiH section in the U. S. Department of State and served as Senior Advisor and Chief of Staff in the Office of the Special Advisor to the President and Secretary of State for Kosovo and Dayton Implementation, and as Acting Director of the Kosovo Implementation Office. From 1993 to 2006, he was a commissioned officer in the U.S. Naval Reserve and served on active duty in Kosovo, Bosnia, and Herzegovina, and on the Joint Staff in the Pentagon. The author of The British Army, the Ghurkhas, and Cold War Strategy in the Far East 1947–54, Dr. Gregorian received a Ph.D. in International Relations and Strategic Studies from the Johns Hopkins University School of Advanced International Studies, an M.A. in War Studies from King’s College, University of London, and a B.A. from the University of Pennsylvania.
