Fellowship Research

While in residence at the Center, Mr. Connor researched the nature of German civil administration in the occupied territories of the Soviet Union between 1941 and 1944, concentrating specifically on the role of the District Commissars (Gebietkimmissare) in implementing German occupation policies on the local level. This careful investigation of local officials working within the administrative and ideological context of Nazi occupation policy contributed to the field of Holocaust studies by analyzing the nature and dynamic of Nazi genocide from a regional perspective.

Mr. Connor was in residence at the Mandel Center from September 14 to December 14, 2004.
