Relief has been hampered by a series of problems, not least of which is apparent donor apathy. i.e. The World Food Program (WFP) has a huge shortfall in the $750 million needed for its mission in Sudan. What should agencies like the WFP be doing to get donors (and others) to "engage" on this issue?
