One of the first steps in the creation of the Nazi police state was the elimination of dissent. Opponents of Hitler's regime, including liberals, socialists, Communists, trade unionists, and intellectual dissidents, were imprisoned in concentration camps. The first permanent camp was at Dachau, a small town near Munich.
