Decree
Concerning the Atonement Fee for Jews of German Citizenship
November 12, 1938.

The hostile position of Jewry towards the German people and Reich, which does not even shrink from cowardly murder, demands decisive defense and harsh atonement.

I therefore order on the basis of the Decree for the Implementation of the Four Year Plan of October 18, 1936, (Reichsgesetzblatt I, p. 887) the following:

A payment of a 1,000,000,000 RM fine to the German Reich will be imposed upon the Jews of German citizenship in their entirety.

The implementation regulations will be issued by the Reich Finance Minister in consultation with the participating Reich Ministers.
