Gentlemen:

  1. The Theater Commander, in accordance with an agreement reached previously, recognized the Central Committee of Liberated Jews in the American Occupied Zone as a representative elected agency of an association of Jewish Displaced Persons in this zone.
  2. The Central Committee is authorized to perform the following functions under the supervision of a Liaison Officer, as provided in paragraph 3, in the conformance with the existing policies of the occupational forces.
  1. Operational. On a zone level, the Central Committee may function, within its available resources, in those welfare activities which are supplementary to the operations of the Army, UNRRA, and its associated voluntary agencies, which are in accord with the general policy of the Military and UNRRA in regard to care of displaced persons, and which are approved by the official Liaison Officer.
  2. Consultative. The Central Committee may furnish the Army and established welfare agencies on the specific needs of the Jewish displaced persons and shall in turn insure that the official interpretation of the policies of the military authorities are transmitted to the group it represents.
  3. Representative. The Central Committee may act on behalf of those Jewish displaced persons whom it represents in an advisory capacity to the Military Authorities in the U.S. zone, as to the ultimate solution of their problems of rehabilitation and resettlement. This advice will be presented through the Liaison Officer.
  1. Supervision of the Central Committee shall be maintained by a Liaison Officer appointed by the Theater Commander or his delegate. This Liaison Officer will perform the following duties:
  1. Establish liaison among the Central Committee, the Army, and U.N.R.R.A., and coordinate and supervise all Central Committee activities.
  2. Investigate, and if approved, channel properly any requests of the Central Committee for facilities deemed necessary to the performance of its functions.
  1. The Theater Commander reserves the right to revoke its recognition at his discretion and agrees that the Central Committee may likewise exercise the right to request withdrawal of such recognition.
