Mandel-Mantello issued certificates to Jews throughout Europe. However, often the information he received was incomplete. This certificate was sent to Rabbi Elchonon Wasserman, spiritual leader of Lithuanian Jewry, in December 1943. His arrest and murder two and a half years earlier in July 1941 was clearly unknown to those seeking to save him.
