Legislation: The bill provides that "The department of elementary and secondary education shall, pursuant to rules promulgated by the commissioner of elementary and secondary education, develop curricular material on genocide and human rights issues and guidelines shall include but not be limited to: the period of transatlantic slave trades and the middle passage; the great hunger period in Ireland; the Armenian Genocide; the Holocaust; and the Mussolini Fascist Regime and other recognized human rights violations. In formulating this program the department shall consult with practicing teachers, principals, superintendents and experts knowledgeable in Genocide and human rights issues. Local school committees may incorprate such material into their elementary and secondary school curriculum."

It addresses an addition to the curriculum: “In 2000, a new section entitled ‘Genocide and human rights education’ was added to curriculum chapter 22 as R.I.G.L. 16-22-2. This section addressees curricular material and guidelines for teaching about genocide and human rights issues by encouraging teachers to use instructional materials including but not limited to: the transatlantic slave trade and Middle Passage; the great hunger period in Ireland; the Armenian genocide; the Holocaust; the Mussolini fascist regime; and other recognized human rights violations.”
