Title: Creating The Ohio Council on Holocaust Education

Legislation:
Although Holocaust education is not mandated in the state of Ohio, it is recommended as a part of the curriculum and is included as a part of the Social Studies curriculum. In 1987, Governor Richard Celeste of Ohio convened the Ohio Council on Holocaust Education. The Executive Order 86-24, is as follows: " Whereas during the period 1933-45, six million Jews and millions of other Europeans were murdered in Nazi concentration camps as part of a carefully orchestrateed program of cultural, social, and political genocide known as the Holocaust; and Whereas, all people should remember the horrible atrocities committed at that time and other times in history in the name of bigotry and tyranny and, therefore, continually rededicate themselves to the principles of human rights and equal protection under the laws of democratic society; and Whereas , it is desirous to educate our citizens about the events leading up to the Holocaust and about the organizations and facilities that wre created and used purposefully for the systematic destruction of human beings; and Whereas, studying the past can encourage the non-violent and peaceful means of resolving future conflict; and Whereas Holocaust history should be the proper concern of all people, particularly students enrolled in the elementary and secondary schools of Ohio; and Whereas, it is desirous to create a state level organized body to recomend and cooperate in the implementation of Holocaust education in the State of Ohio; Now, Therefore, I, Richard F. Celeste, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution and by the statutes of the State, do herby order and direct that: 1. There is hereby created an Ohio Council on Holocaust education which shall have the following powers and duties: a. survey school districts in Ohio to determine present efforts in teaching the Holocaust b. review available Holocaust curriculum from other states c. recommend Holocaust curriculum for Ohio schools to consider fro inclusion in their courses of study d. consider how to develop teacher training seminars on the Holocaust e. coordinate efforts on curriculum development adn teacher training with those already working in the area of Holocaust education 2. The Ohio Council on Holocaust Education shall consist of an indeterminate number of members selected for their knowledge rearding the Holocaust and education. The members shall be appointed by and serve at the pleasure of the Governor without compensation except that they shall be compensated for their reasonable expenses incurred in the discharge of their duties. The Governor shall appoint among the members chairpersons. 3. The Council shall become effective immediately and remain in exisence until August 15, 1987. 4. The Council shall submit a report of its recommendations and findings to the Governor, in the form of an interim report in January 1987, and a final report in August 1987. 5. The Ohio Department of Education shall provide such physical facilities and services to the Council as are necessary to discharge effectively the obligations of the Council and shall designate a representative from that department to serve as administrative liaison to the Council." It is important to point out the the Council was also rerenewed by the following two governors.

Creation of the state of Israel; b. Partition of India and Pakistan; c. Reunification of Germany; d. End of apartheid in South Africa. [Delete text] Benchmark B – Analyze the consequences of oppression, discrimination, and conflict between cultures. Grade 9 [Delete text] (page 260) – Analyze the results of political, economic, and social oppression and the violation of human rights including: a. The exploitation of indigenous peoples; b. The Holocaust and other acts of genocide, including those that have occurred in Armenia, Rwanda, Bosnia and Iraq.
